Here are the guidelines on adult participation in a Girl Scout event from GSHNJ Council. 

If the adult is helping at a Girl Scout event and is not working directly with girls or handling money, then the adult must be registered. This is for insurance purposes. 

If an adult is working with girls or handling money, the adult MUST be background checked and registered.

If an adult is just attending an event and is not helping,then they don’t have be registered or background checked.

Hired staff does not have to be registered.
